In Dallas, Texas, an U.S. terrorism task force raided the host of Arabic Web sites. It was conducted by the North Texas Joint Terrorism Task Force, a federal and local multi-agency which includes the FBI, Secret Service and the U.S. Customs Service.

The Haifa-based Zim Israel Navigation Company’s North American branch was headquartered in one of the World Trade Center towers – until September 6th, when it relocated to Virginia. With over 80 vessels, Zim Navigational is the 9th largest shipping company in the world. Just one week before 9-11, Zim Navigational moved out of its World Trade Center offices with over 200 workers. September 9, 2001 - Gen. Ahmed Shah Massood, the leader of the Northern Alliance, died in Afghanistan from injuries after a bomb hidden inside a television camera detonated.

Officials at instant-messaging firm Odigo confirmed that two employees received text messages warning of an attack on the World Trade Center two hours before terrorists crashed planes into the New York landmarks. The company declined to reveal the exact contents of the message or to identify the sender. Workers in Odigo's research and development and international sales office in Israel received a warning from another Odigo user approximately two hours prior to the first attack.

The FBI and Secret Service [reported Sept. 26, 2001] was investigating a possible attempt to assassinate President Bush by terrorists around 6 a.m. September 11, 2001 while he was preparing for his morning jog at the Colony Beach & Tennis Resort in Longboat Key, Florida. A van occupied by men of Middle Eastern descent had pulled up to the Colony stating they had a "poolside" interview with the president. The self-proclaimed reporters then asked for a Secret Service agent by name. Guards from security relayed the request to the receptionist, who had not heard of either the agent or plans for an interview. The plan could have been to use a camera bomb like that used just two days earlier to successfully assassinate Afghan Northern Alliance leader Shah Masood. Masood had granted an interview to a television crew whose camera exploded when it was turned on, killing Masood and two suicide bombers disguised as journalists.

On Sept. 11, flight controllers suspected around 8:25 a.m. EDT that American Airlines Flight 11 from Boston's Logan Airport had been hijacked, but the North American Aerospace Defense Command (NORAD) was not notified until 8:40 a.m. The first plane struck the World Trade Center at 8:46 a.m. The first two military interceptors, Air Force F-15 Eagles from Otis Air Force Base in Massachusetts, scrambled airborne at 8:52 a.m.

Five Israelis were seen filming as jetliners ploughed into the Twin Towers on September 11, 2001. Were they part of a massive spy ring which shadowed the 9/11 hijackers and knew that al-Qaeda planned a devastating terrorist attack on the USA? There was ruin and terror in Manhattan, but, over the Hudson River in New Jersey, a handful of men were dancing. As the World Trade Center burned and crumpled, the five men celebrated and filmed the worst atrocity ever committed on American soil as it played out before their eyes. Who do you think they were? Palestinians? Saudis? Iraqis, even? Al-Qaeda, surely? Wrong on all counts. They were Israelis - and at least two of them were Israeli intelligence agents, working for Mossad, the equivalent of MI6 or the CIA. Their discovery and arrest that morning is a matter of indisputable fact. To those who have investigated just what the Israelis were up to that day, the case raises one dreadful possibility: that Israeli intelligence had been shadowing the al-Qaeda hijackers as they moved from the Middle East through Europe and into America where they trained as pilots and prepared to suicide-bomb the symbolic heart of the United States. Was the motive to bind America in blood and mutual suffering to the Israeli cause? After the attacks on New York and Washington, the former Israeli Prime Minister, Benjamin Netanyahu, was asked what the terrorist strikes would mean for US-Israeli relations. He said: "It's very good." Then he corrected himself, adding: "Well, it's not good, but it will generate immediate sympathy [for Israel from Americans]." If Israel's closest ally felt the collective pain of mass civilian deaths at the hands of terrorists, then Israel would have an unbreakable bond with the world's only hyperpower and an effective free hand in dealing with the Palestinian terrorists who had been murdering its innocent civilians as the second intifada dragged on throughout 2001. It's not surprising that the New Jersey housewife who first spotted the five Israelis and their white van wants to preserve her anonymity. She has insisted that she only be identified as Maria. A neighbor in her apartment building had called her just after the first strike on the Twin Towers. Maria grabbed a pair of binoculars and, like millions across the world, she watched the horror of the day unfold. As she gazed at the burning towers, she noticed a group of men kneeling on the roof of a white van in her parking lot. Here is her recollection: "They seemed to be taking a movie. They were like happy, you know ... they didn't look shocked to me. I thought it was strange." Maria jotted down the van's registration and called the police. The FBI was alerted and soon there was a statewide all points bulletin put out for the apprehension of the van and its occupants. The cops traced the number, establishing that it belonged to a company called Urban Moving. Police Chief John Schmidig said: "We got an alert to be on the lookout for a white Chevrolet van with New Jersey registration and writing on the side. Three individuals were seen celebrating in Liberty State Park after the impact. They said three people were jumping up and down." By 4pm on the afternoon of September 11, the van was spotted near New Jersey's Giants stadium. A squad car pulled it over and inside were five men in their 20s. They were hustled out of the car with guns levelled at their heads and handcuffed. In the car was $4700 in cash, a couple of foreign passports and a pair of box cutters. There were also fresh pictures of the men standing with the smouldering wreckage of the Twin Towers in the background. One image showed a hand flicking a lighter in front of the devastated buildings. The driver of the van then told the arresting officers: "We are Israeli. We are not your problem. Your problems are our problems. The Palestinians are the problem." His name was Sivan Kurzberg. The other four passengers were Kurzberg's brother Paul, Yaron Shmuel, Oded Ellner and Omer Marmari. The men were dragged off to prison and transferred out of the custody of the FBI's Criminal Division and into the hands of their Foreign Counterintelligence Section - the bureau's anti-espionage squad. A warrant was issued for a search of the Urban Moving premises in Weehawken in New Jersey. Boxes of papers and computers were removed. The FBI questioned the firm's Israeli owner, Dominik Otto Suter, but when agents returned to re-interview him a few days later, he was gone. An employee of Urban Moving said his co-workers had laughed about the Manhattan attacks the day they happened. "I was in tears," the man said. "These guys were joking and that bothered me. These guys were like, now America knows what we go through." Vince Cannistraro, former chief of operations for counter-terrorism with the CIA, says the red flag went up among investigators when it was discovered that some of the Israelis' names were found in a search of the national intelligence database. Cannistraro says many in the US intelligence community believed that some of the Israelis were working for Mossad and there was speculation over whether Urban Moving had been "set up or exploited for the purpose of launching an intelligence operation against radical Islamists". This makes it clear that there was no suggestion whatsoever from within American intelligence that the Israelis were colluding with the 9/11 hijackers - simply that the possibility remains that they knew the attacks were going to happen, but effectively did nothing to help stop them. After the owner vanished, the offices of Urban Moving looked as if they had been closed down in a big hurry. Mobile phones were littered about, the office phones were still connected and the property of at least a dozen clients were stacked up in the warehouse. The owner had cleared out his family home in New Jersey and returned to Israel. Two weeks after their arrest, the Israelis were still in detention, held on immigration charges. Then a judge ruled that they should be deported. But the CIA scuppered the deal and the five remained in custody for another two months. Some went into solitary confinement, all underwent two polygraph tests and at least one underwent up to seven lie detector sessions before they were eventually deported at the end of November 2001. Paul Kurzberg refused to take a lie detector test for 10 weeks, but then failed it. His lawyer said he was reluctant to take the test as he had once worked for Israeli intelligence in another country. Nevertheless, their lawyer, Ram Horvitz, dismissed the allegations as "stupid and ridiculous". Yet US government sources still maintained that the Israelis were collecting information on the fundraising activities of groups like Hamas and Islamic Jihad. Mark Regev, of the Israeli embassy in Washington, would have none of that and he said the allegations were "simply false". The men themselves claimed they had read about the World Trade Center attacks on the Internet, could not see it from their office and went to the parking lot for a better view. Their lawyers and the embassy say their ghoulish and sinister celebrations as the Twin Towers blazed and thousands died were due to youthful foolishness. The respected New York Jewish newspaper, The Forward, reported in March 2002, however, that it had received a briefing on the case of the five Israelis from a US official who was regularly updated by law enforcement agencies. This is what he told The Forward: "The assessment was that Urban Moving Systems was a front for the Mossad and operatives employed by it." He added that "the conclusion of the FBI was that they were spying on local Arabs", but the men were released because they "did not know anything about 9/11". Back in Israel, several of the men discussed what happened on an Israeli talk show. One of them made this remarkable comment: "The fact of the matter is we are coming from a country that experiences terror daily. Our purpose was to document the event." But how can you document an event unless you know it is going to happen? We are now deep in conspiracy theory territory. But there is more than a little circumstantial evidence to show that Mossad - whose motto is "By way of deception, thou shalt do war" - was spying on Arab extremists in the USA and may have known that September 11 was in the offing, yet decided to withhold vital information from their American counterparts which could have prevented the terror attacks. Following September 11, 2001, more than 60 Israelis were taken into custody under the Patriot Act and immigration laws. One highly placed investigator told Carl Cameron of Fox News that there were "tie-ins" between the Israelis and September 11; the hint was clearly that they had gathered intelligence on the planned attacks but kept it to themselves. The Fox News source refused to give details, saying: "Evidence linking these Israelis to 9/11 is classified. I cannot tell you about evidence that has been gathered. It's classified information." Another group of around 140 Israelis were detained prior to September 11, 2001, in the USA as part of a widespread investigation into a suspected espionage ring run by Israel inside the USA. Government documents refer to the spy ring as an "organized intelligence-gathering operation" designed to "penetrate government facilities". Most of those arrested had served in the Israeli armed forces - but military service is compulsory in Israel. Nevertheless, a number had an intelligence background. The first glimmerings of an Israeli spying exercise in the USA came to light in spring 2001, when the FBI sent a warning to other federal agencies alerting them to be wary of visitors calling themselves "Israeli art students" and attempting to bypass security at federal buildings in order to sell paintings. A Drug Enforcement Administration (DEA) report suggested the Israeli calls "may well be an organised intelligence-gathering activity". Law enforcement documents say that the Israelis "targeted and penetrated military bases" as well as the DEA, FBI and dozens of government facilities, including secret offices and the unlisted private homes of law enforcement and intelligence personnel. A number of Israelis questioned by the authorities said they were students from Bezalel Academy of Art and Design, but Pnina Calpen, a spokeswoman for the Israeli school, did not recognize the names of any Israelis mentioned as studying there in the past 10 years. A federal report into the so-called art students said many had served in intelligence and electronic signal intercept units during their military service. According to a 61-page report, drafted after an investigation by the DEA and the US immigration service, the Israelis were organized into cells of four to six people. The significance of what the Israelis were doing did not emerge until after September 11, 2001, when a report by a French intelligence agency noted "according to the FBI, Arab terrorists and suspected terror cells lived in Phoenix, Arizona, as well as in Miami and Hollywood, Florida, from December 2000 to April 2001 in direct proximity to the Israeli spy cells". The report contended that Mossad agents were spying on Mohammed Atta and Marwan al-Shehi, two of leaders of the 9/11 hijack teams. The pair had settled in Hollywood, Florida, along with three other hijackers, after leaving Hamburg - where another Mossad team was operating close by. Hollywood in Florida is a town of just 25,000 people. The French intelligence report says the leader of the Mossad cell in Florida rented apartments "right near the apartment of Atta and al-Shehi". More than a third of the Israeli "art students" claimed residence in Florida. Two other Israelis connected to the art ring showed up in Fort Lauderdale. At one time, eight of the hijackers lived just north of the town. Put together, the facts do appear to indicate that Israel knew that 9/11, or at least a large-scale terror attack, was about to take place on American soil, but did nothing to warn the USA. But that is not quite true. In August 2001, the Israelis handed over a list of terrorist suspects - on it were the names of four of the September 11 hijackers. Significantly, however, the warning said the terrorists were planning an attack "outside the United States". The Israeli embassy in Washington has dismissed claims about the spying ring as "simply untrue". The same denials have been issued repeatedly by the five Israelis seen high-fiving each other as the World Trade Center burned in front of them. Their lawyer, Ram Horwitz, insisted his clients were not intelligence officers. Irit Stoffer, the Israeli foreign minister, said the allegations were "completely untrue". She said the men were arrested because of "visa violations", adding: "The FBI investigated those cases because of 9/11." Jim Margolin, an FBI spokesman in New York, implied that the public would never know the truth, saying: "If we found evidence of unauthorized intelligence operations that would be classified material." Yet, Israel has long been known, according to US administration sources, for "conducting the most aggressive espionage operations against the US of any US ally". Seventeen years ago, Jonathan Pollard, a civilian working for the American Navy, was jailed for life for passing secrets to Israel. At first, Israel claimed Pollard was part of a rogue operation, but the government later took responsibility for his work. It has always been a long-accepted agreement among allies - such as Britain and America or America and Israel - that neither country will jail a "friendly spy" nor shame the allied country for espionage. Chip Berlet, a senior analyst at Boston's Political Research Associates and an expert in intelligence, says: "It's a backdoor agreement between allies that says that if one of your spies gets caught and didn't do too much harm, he goes home. It goes on all the time. The official reason is always visa violation." What we are left with, then, is fact sullied by innuendo. Certainly, it seems, Israel was spying within the borders of the United States and it is equally certain that the targets were Islamic extremists probably linked to September 11. But did Israel know in advance that the Twin Towers would be hit and the world plunged into a war without end; a war which would give Israel the power to strike its enemies almost without limit? That is a conspiracy theory too far, perhaps. But the unpleasant feeling that, in this age of spin and secrets, we do not know the full and unadulterated truth.

After the 9/11 attacks President Bush dispatched a shadow government of about 100 senior civilian managers to live and work secretly outside Washington, activating for the first time long-standing plans to ensure survival of federal rule after catastrophic attack on the nation's capital. Execution of the classified "Continuity of Operations Plan" resulted from heightened fears that the al Qaeda terrorist network might somehow obtain a portable nuclear weapon, according to three officials with firsthand knowledge. Deployed "on the fly" in the first hours of turmoil on Sept. 11, one participant said, the shadow government has evolved into an indefinite precaution. For that reason, the high-ranking officials representing their departments have begun rotating in and out of the assignment at one of two fortified locations along the East Coast. Officials who are activated for what some of them call "bunker duty" live and work underground 24 hours a day. The shadow government has sent home most of the first wave of deployed personnel, replacing them most commonly at 90-day intervals. The civilian cadre present in the bunkers usually numbers 70 to 150, and "fluctuates based on intelligence" about terrorist threats, according to a senior official involved in managing the program. It draws from every Cabinet department and some independent agencies. Its first mission, in the event of a disabling blow to Washington, would be to assume command of the federal government. Known internally as the COG, for "continuity of government," the administration-in-waiting is an unannounced complement to the acknowledged absence of Vice President Cheney from Washington for much of the past five months. Cheney's survival ensures constitutional succession, one official said, but "he can't run the country by himself." With a core group of federal managers alongside him, Cheney -- or President Bush, if available -- has the means to give effect to his orders. "We take this issue extraordinarily seriously, and are committed to doing as thorough a job as possible to ensure the ongoing operations of the federal government," said Joseph W. Hagin, White House deputy chief of staff, who declined to discuss details. The news media agreed to a White House request not to name any of those deployed or identify the two principal locations of the shadow government. Only the executive branch is represented in the full-time shadow administration. The other branches of constitutional government, Congress and the judiciary, have separate continuity plans but do not maintain a 24-hour presence in fortified facilities. The military chain of command has long maintained redundant centers of communication and control, hardened against thermonuclear blast and operating around the clock. The headquarters of U.S. Space Command, for example, is burrowed into Cheyenne Mountain near Colorado Springs, Colo., and the U.S. Strategic Command staffs a comparable facility under Offutt Air Force Base in Nebraska. Civilian departments have had parallel continuity-of-government plans since the dawn of the nuclear age. But they never operated routinely, seldom exercised, and were permitted to atrophy with the end of the Cold War. Sept. 11 marked the first time, according to Bush administration officials, that the government activated such a plan. Within hours of the synchronized attacks on the Pentagon and the World Trade Center, Military District of Washington helicopters lifted off with the first wave of evacuated officials. Witnesses near one of the two evacuation sites reported an influx of single- and twin-rotor transport helicopters, escorted by F-16 fighters, and followed not long afterward by government buses. According to officials with first-hand knowledge, the Bush administration conceived the move that morning as a temporary precaution, likely to last only days. But further assessment of terrorist risks persuaded the White House to remake the program as a permanent feature of "the new reality, based on what the threat looks like," a senior decisionmaker said. Few Cabinet-rank principals or their immediate deputies left Washington on Sept. 11, and none remained at the bunkers. Those who form the backup government come generally from the top career ranks, from GS-14 and GS-15 to members of the Senior Executive Service. The White House is represented by a "senior-level presence," one official said, but well below such Cabinet-ranked advisers as Chief of Staff Andrew H. Card Jr. and national security adviser Condoleezza Rice. Many departments, including Justice and Treasury, have completed plans to delegate statutory powers to officials who would not normally exercise them. Others do not need to make such legal transfers, or are holding them in reserve. Deployed civilians are not permitted to take their families, and under penalty of prosecution they may not tell anyone where they are going or why. "They're on a 'business trip,' that's all," said one official involved in the effort. The two sites of the shadow government make use of local geological features to render them highly secure. They are well stocked with food, water, medicine and other consumable supplies, and are capable of generating their own power. The modern era of continuity planning began under President Ronald Reagan. On Sept. 16, 1985, Reagan signed National Security Decision Directive 188, "Government Coordination for National Security Emergency Preparedness," which assigned responsibility for continuity planning to an interagency panel from Defense, Treasury, Justice and the Office of Management and Budget. He signed additional directives, including Executive Order 12472, for more detailed aspects of the planning. In Executive Order 12656, signed Nov. 18, 1988, Reagan ordered every Cabinet department to define in detail the "defense and civilian needs" that would be "essential to our national survival" in case of a nuclear attack on Washington. Included among them were legal instruments for "succession to office and emergency delegation of authority." The military services put these directives in place long before their civilian counterparts. The Air Force, for example, relies on Air Force Instruction 10-208, revised most recently in September 2000. Civilian agencies gradually developed contingency plans in comparable detail. What was missing, until Sept. 11, was an invulnerable group of managers with the expertise and resources to administer these programs in a national emergency. Last Oct. 8, the day after bombing began in Afghanistan, Bush created the Office of Homeland Security with Executive Order 13228. Among the responsibilities he gave its first director, former Pennsylvania governor Tom Ridge, was to "review plans and preparations for ensuring the continuity of the Federal Government in the event of a terrorist attack that threatens the safety and security of the United States Government or its leadership."

One reason why the shadow government, or the continuity-of-operation plan, was authorized by President Bush was that chances of nuclear attack by al-Qaeda seemed real. This was not denied by President Bush just left without explanation when asked. The US military leaders when asked about the shadow government said it is to ensure the continuity of government but would not give more detail to the press. So try to keep track where members of the secret shadow government (certain political and military leaders, corporate leaders, scientist and intellectuals) go. They will stay away from areas under a secret threat and/or go to their luxurious underground shelters to leave nonmembers and the common ordinary people unaware and in danger.

Many wealthy relatives of bin Laden have investments in America and live in the Boston, Orlando, other parts of America, Saudi Arabia, and other Middle Eastern countries. After the 9/11 attacks, bin Laden's relatives left the United States in an arraigned manner and were not investigated. A bin Laden relative was seen departing their home in the Orlando, Florida area to leave the U.S., live coverage shown on a local Orlando TV news station.

The twin-engine Lear jet streaked into the afternoon sky, leaving Tampa behind but revealing a glimpse of international intrigue in the aftermath of terrorist attacks on America. The federal government says the flight never took place. But the two armed bodyguards hired to chaperon their clients out of the state recall the 100-minute trip Sept. 13 quite vividly. In the end, the son of a Saudi Arabian prince who is the nation's defense minister and the son of a Saudi army commander made it to Kentucky for a waiting 747 and a trip to their homeland. The hastily arranged flight out of Raytheon Airport Services, a private hangar on the outskirts of Tampa International Airport, was anything but ordinary. It lifted off the tarmac at a time when every private plane in the nation was grounded due to safety concerns after the Sept. 11 attacks. Local and federal authorities will say little about the flight. "It's not in our logs ... it didn't occur,'' said Chris White, spokesman for the Federal Aviation Administration's regional office in Atlanta. For private investigators Dan Grossi and Manuel Perez, the bodyguards on the Lear, it was a trip they can't forget. A Special Situation Grossi said Tampa police intelligence detectives called him about 11 a.m. Sept. 13, needing help with a special situation: They had been watching three young Saudi men - at least one a student at the University of Tampa - at their south Tampa apartment, and the trio was scared and wanted to go home. Jim Harf, director of UT's international programs, confirmed one of them is the son of Prince Sultan, the defense minister. University spokesman Grant Donaldson refused to provide details. Perez said he understood the men arrived in Tampa three weeks earlier to receive tutoring in English. The Tampa detectives guarding the men were ordered to stay in Tampa by Police Chief Bennie Holder, so Grossi was offered the job of escorting the trio to Lexington, Ky., where the prince's relatives were buying race horses. Lexington police Lt. Mark Barnard confirmed a Saudi relative had asked for help in getting protection for the men in Tampa. Two off-duty detectives were assigned. Tampa police records list Sultan bin Fahad as the one requesting the security detail. But Tampa's official assistance ended at Raytheon's airport terminal. "There was a perceived threat, and the family of the person wanted him home right away,'' said Tampa police Sgt. John Solomon. "The job lasted about five hours. It was handled very quickly.'' It is unknown how the fourth person, who died on Oct. 31, got inhalation anthrax. She worked at the Manhattan Eye, Ear, and Throat Hospital in New York, NY and used the subway in the Bronx to commute.

Letters will burn in a microwave if they have staples or paper clips. Hot steam ironing letters with a damp cloth might work if you do it for an hour. Gamma irradiation devices, uses radioactive material, are very expensive and best at killing germs. X-ray irradiation devices are expensive and good at killing germs.

At least five terrorists stormed the Indian Parliament killing seven people on Dec. 13. Security forces killed the terrorists after a long gunbattle.

India demanded that Pakistan act against the Lashkar-e-Tayyaba and the Jaish-e-Mohammed, which is accused of carrying out a massive suicide bombing against the Jammu-Kashmir state legislature in October that claimed 40 lives.

A suspect told police that al-Qaeda had planned to attack Britain, Australia and the Indian Parliament.

President Bush is withdrawing the United States from the 1972 Anti-Ballistic Missile Treaty, which bans testing of missile defense systems. "America and our allies must not be bound to the past. We must be able to build the defenses we need against the enemies of the 21st century," the President said.

President Bush, Dec. 13, used the executive privilege for the first time and refused to honor subpoenas for political investigations. Both Republicans and Democrats denounced the decision, suggesting Bush was creating a ``monarchy'' or ``imperial'' presidency to keep Congress from guarding against corruption in the executive branch.

Military intelligence in Israel is not ruling out that Iraq is behind the anthrax envelopes sent around the United States because it now appears the anthrax had been prepared before Sept. 11.

Syria is developing a warhead that could deliver nerve gas on a Scud missile with the help of North Korea.

The same strain of anthrax used in the deadly anthrax letters is made in Utah at the 800,000-acre Dugway Proving Ground by the U.S. Army. The U.S. Army at Dugway would ship anthrax samples to Fort Detrick in Maryland to be irradiated. The likeliest suspect in the anthrax attacks could be a government insider. An outside contractor was hired by Ft. Detrick to destroy bioweapon stocks. Five labs and the CIA have obtained anthrax spores from Fort Detrick. The weaponized anthrax samples could have been obtained by Iraq in the 1980s when they were American allies. Then the samples could be used to grow more weaponized anthrax.

Osama bin Laden may have been heard giving orders on a short-range radio in the rugged Tora Bora area of Afghanistan in the past week before Dec. 15. Since the bombing of Tora Bora, radio "chatter" had gone quiet. He may have escaped the area to Pakistan or to Iran out to sea then to Saudi Arabia or he could be dead or hiding in a cave.

The two "mystery" cases of anthrax may have been caused by spores blown on the wind where anthrax-laced letters were processed in October. The two women lived in the Bronx in New York City, and in Oxford, Connecticut. They were both downwind in a line from Trenton, New Jersey post offices and the wind was blowing that way during the time of the anthrax mailings.

If Israel does not have enough soldiers to defend itself they may resort to arms of mass destruction, such as chemical and nuclear. "The use of (one) an atomic bomb against Israel would totally destroy Israel, while (the same) against the Islamic world would only cause damage. Such a scenario is not inconceivable," Iran's former President Rafsanjani said.

Under "coercion," the suspect said that agents of bin Laden had smuggled two portable nuclear weapons into the United States. "What was disconcerting about the (suspect's) information was that he knew details of the activation of the weapons and their construction that are not in the public domain," an U.S. expert analyst said. It could be a nuclear backpack weapon "or some other Russian portable nuclear weapon. Department of Energy intelligence official who dealt with nuclear smuggling said, "The big, big fear is that nuclear weapons have been sold" to terrorists or nation states that sponsor terror. A backpack nuclear device (not to be confused with a nuclear suitcase bomb) which is a plutonium implosion device could be in the hands of Palestinian and al-Qaeda terrorists. There is "a great fear" within the Bush administration of a spectacular, follow-on strike by bin Laden aimed at decapitating the U.S. government, using either a finished nuke or a radiological device with a core of conventional explosive wrapped inside nuclear waste such as iodine 131. The FBI is monitoring the major port cities of the United States mainland including New York, Los Angeles, San Francisco and other ports. Federal authorities are checking any "suspicious" cash rentals of trucks or leases of private aircraft, including flight plans, since a small, portable nuclear weapon could be dropped by terrorists via parachute into a remote area and retrieved by other cell members. Airfreight, thought to be particularly vulnerable, is also being carefully monitored. A nightmare scenario would be a hostile nuke exploded aboard a plane by means of a carefully adjusted barometric detonator rigged to go off on landing resulting in a multiple takedown of aircraft. Nuclear threats in America are handled by a host of highly secret, highly compartmentalized programs, requiring a Special Compartmentalized Information clearance.

British and American intelligence services are hunting the world for at least 20 ships thought to make up a terrorist fleet linked to al-Qaeda. The ships may be registered under flags of other nations to avoid stringent checks on their crews and cargoes.

Dec. 22, an al-Qaida terrorist with a false passport aboard American 63 from Paris to Miami tried to ignite an explosive shoe. He was restrained by flight attendants and help from passengers. Found in the heel of his shoe were holes drilled, a detonator wire, and substances consistent with C4 explosives. His feet were sweating and had dampened the non-metal fuse, which helped prevent the shoe bomb from blowing up.

Charles Bishop, a 15-year-old student pilot, flew "just a few feet" over the MacDill Air Force Base control tower before committing suicide by slamming a small plane into a downtown skyscraper. His Jan. 5 suicide in a Cessna 172R from the Clearwater flight school, where he had been taking lessons just minutes before he was to begin his first night flight, came dangerously close to the MacDill tower and then 75 to 100 feet over two loaded tanker planes on the flight line. MacDill Air Force Base is home to U.S. Central Command, the military's nerve center for the war in Afghanistan. He flew the four-seat aircraft into the 28th floor of the 42-story Bank of America Plaza in downtown Tampa, killing himself. Nobody else was hurt. He acted alone and left a note expressing sympathy for Osama bin Laden. In a two-page note found in his flight bag, Bishop expressed sympathy for Osama bin Laden and supported the Sept. 11 attacks on America. He also claimed he had resisted recruiting attempts by al-Qaida terrorists. But authorities said they've found no evidence to support his claims or that the crash was an act of terrorism. The NTSB report calls the crash a suicide and makes no mention of Bishop's terrorism claims. Bishop had accumulated 19.3 hours of flight time beginning with his first lesson on May 17, 1998. He was taking a prescription drug that has links to suicide and depression. According to the Hillsborough County Medical Examiner's office, his blood tested negative for drugs or alcohol maybe because the drug went to the brain. Bishop's family sued the maker of the acne drug Accutane for $70 million in April, claiming that the medicine prompted his suicide. The suit claims the drug caused severe psychosis. The boy's family said he was not depressed, had good grades and plans for his future. He acted normally on the day of the crash, folding his laundry, doing chores and having lunch with his grandmother before she took him to the Clearwater flight school for a lesson. There were no clues of his plan on his computer and none known by classmates and relatives.

An Egyptian man staying in a hotel overlooking the World Trade Center on Sept. 11 was charged with perjury after denying he knew anything about a radio transceiver found in his hotel room in a locked safe. It could have been used to communicate to the hijacked airliners. He was in the United States on a student visa through a program arranged by the U.S. Agency for International Development. The program trains Egyptian students in business, health, English and education, often by placing them at American universities. Charges were later dropped against the Egyptian man only after another hotel guest came forward and said the radio belonged to him.

An attack on America by weapons of mass destruction would avoid missile defenses. Delivering weapons by ship, truck or plane would be cheaper, easier to keep secret, less likely to have the source identified, more reliable and more accurate. However, the probability that a missile with a weapon of mass destruction will be used against U.S. forces or interests is higher today than during most of the Cold War.

"It's not about assigning blame, or finger-pointing," said Pelosi, vice chairperson of the House Intelligence Committee. "We don't want it to happen again. The value of the inquiry is to see how we can prevent this from happening again." The hearings are expected to begin in the summer of 2002. The hearings should help in transforming the US intelligence agencies from Cold War agencies into agencies targeting terrorists and transnational threats.

The al-Qaida network has stepped up its financial activity and some known al-Qaida leaders are re-establishing control over surviving elements of the terrorist network. There has been a significant boost in money transfers within al-Qaida. Al-Qaida's money is believed to come from a number of sources such as bin Laden's personal fortune, donations of seemingly legitimate Islamic humanitarian concerns, and gold trading.

Activity in Pakistan is one of the strongest signs yet that al-Qaida is attempting to reconstitute itself. Also being tracked is a new Taliban-like group in Kurdish-controlled parts of northern Iraq, although there is no evidence it is tied to either the Taliban or al-Qaida. The group, Ansar al-Islam, professes an extremist Islamic philosophy and has some foreign members.

A half brother of Osama bin Laden says the terrorist's family has its own information that bin Laden is alive and that he does not have kidney disease requiring dialysis. The family said a phone call indicates bin Laden is alive. Sheikh Ahmad said his mother received a call three weeks ago saying Osama was fine. He does not believe that bin Laden, part of a large and wealthy Saudi family, could be behind the September 11 attacks against the United States. This was reported by CNN on March 18, 2002.

An al-Qaida terrorist hurled hand grenades into the Protestant International Church in Pakistan, which was packed with worshippers. The attack killed two Americans, an Afghan, a Pakistani and an unidentified person who may have been the assailant. Forty-five people, most of them foreigners, were injured.

The White House ordered all federal agencies to scrub their Web sites of sensitive information. The move alarmed scientists and open-records advocates because the government is withdrawing thousands of documents that have been available to the public for years. They believe a concern about terrorism could be used as a pretext for withdrawing all kinds of information that has little or no national security sensitivity and that is something which is happening now all over the place. There is nothing wrong with protecting national security but the lockdown of sensitive but unclassified data is questionable because there is nothing in the law that allows the executive branch to create a whole new category called "sensitive but unclassified." It will mean that the judgment is placed on the government to determine whether you do have a need to know. Moreover, you have to justify it each time and every time. There are things that a terrorist could not use but it would be enormously useful for both congressional and public oversight. The "sensitive but unclassified" category is worrisome. It is potentially a catchall and it could be an invitation to abuse because it is not defined. It could be used to justify the withholding of almost anything and leaves it to the discretion of the individual agencies that will abuse their discretion.

Denver, Colorado officially joined with Portland, Oregon and a handful of other municipalities around America by passing a resolution discouraging police from enforcing the federal USA Patriot Act and investigating groups or individuals if it would violate peoples' civil rights. The resolution bars police from assisting in parts of the federal government's anti-terrorism campaign. It was discovered that Denver police officials have been keeping secret files on protest groups like Amnesty International, anti-globalization protestors and the American Friends Service Committee, a Quaker group. The resolution was proposed by the All Nations Alliance, an educational group for American Indians.

The al-Qaeda network can no longer function effectively as its leaders are on the run and some of its most experienced middle-level operatives are dead, senior U.S. military officials said. "In this case, killing off that middle level of leadership sets them back several years, at least in terms of regenerating, if they will be able to regenerate at all. That's a very important blow to the network."

One of the hijackers on United Airlines Flight 93, which crashed in rural Pennsylvania, was treated in June 2001 for a lesion on his leg that was consistent with exposure to anthrax. This was not reported to the public until March 23, 2002. It raises the possibility that the hijackers were handling anthrax and were the perpetrators of the anthrax letter attacks. Federal investigators have said in the past there was no link between the alleged hijackers and the anthrax attacks. Federal investigators said they are targeting someone with knowledge of science, possibly a scientist with military links, in their hunt for those behind the anthrax attacks.

Mysterious, itchy, red rash outbreaks first appeared in October 2001, in Indiana, with the most recent clusters reported in Arizona and Connecticut. The 14 states reporting outbreaks are Arizona, Connecticut, Florida, Georgia, Indiana, Mississippi, New York, Ohio, Oregon, Pennsylvania, Texas, Virginia, Washington and West Virginia. The rash outbreaks have been mild, with no symptoms other than rash, and have cleared up quickly without medical treatment. The rashes appeared quickly, on the face, neck, hands and arms, occurred only in the school setting, and lasted from a few hours to two weeks. No environmental exposure or infectious agent has been identified as the cause of these rashes, and no common link has been established between any of them, the CDC concluded. The leader of the six-party United Action Committee, Maulana Shah Ahmed Noorani, said the presence of the U.S. forces in Pakistan undermines the country's independence and represents "a threat to our religion and culture." In the past, the parties organized numerous rallies against the U.S. campaign in Afghanistan, but they failed to attract large enough numbers to force a change in Musharraf's policies.

The Bush administration is linking Iran, Iraq and Syria to the terror attacks on Israel, accusing the three nations of "inspiring and financing a culture of political murder and suicide bombing."

Al-Qaida terrorists fleeing Afghanistan have been allowed safe passage through Iran, Defense Secretary Donald H. Rumsfeld said, criticizing Tehran for a second straight day as a supporter of global terrorists. Iran has rejected charges it is tied to those fleeing Afghanistan.

The White House celebrated the U.S. capture [March 28, 2002] of top al-Qaida leader Abu Zubaydah as a "very serious blow" to the terrorist network. Only bin Laden, al-Zawahri and Mohammed Atef ranked higher than Zubaydah. Atef was killed by U.S. airstrikes in November 2001. U.S. intelligence monitored and traced Zubaydah's mobile phone call from Faisalabad to undisclosed al-Qaida figures in Yemen. U.S. and Pakistani authorities then narrowed the search to specific neighborhoods, identified possible hideouts, and began surveillance operations. "The arrest assists in helping to prevent another attack," FBI's Mueller told reporters, without giving further details. "The Pakistani authorities are to be congratulated on their detention of him."

America's largest financial firms plan to use consumer databases to create terrorist profiles, alarming privacy advocates who cautioned that the information could be misused. Their consumer databases include information on credit-card activity and whether the person is a homeowner, travels frequently or has a job. However, consumer databases are oftentimes inaccurate and were designed for purposes quite unrelated to counter terrorism. There are a number of major questions that need to be answered. What exactly are these companies planning to look for? To whom will they discuss the findings? What opportunity will an individual have to rebut or confront any accusation made against them?

An Arab newspaper claimed the Al-Qaeda network was responsible for the blast near a Jewish synagogue, which killed 15 including ten German tourists last week in Tunisia. Authorities in Tunisia said the blast was caused when a truck carrying natural gas crashed into the wall surrounding the Griba synagogue on the island of Djerba, bursting into flames.

Law enforcement agencies across the United States will be on alert April 19 and April 20. Domestic terrorism experts refer to April 19 as "D-Day," while others in right-wing militant circles have dubbed it "militia day" due to significant historical events on April 19 and 20. Islamic extremist groups that want to disrupt the U.S. economy may offer tactical advice or material to help domestic terrorists succeed. The FBI will send out reminders to police agencies.

A Saudi official said Palestinian suicide attacks are legitimate means of resisting Israeli occupation and perceived U.S. support for Israel would intensify mounting hatred toward the United States. U.S. support for Israel "provokes hatred against America all over the world and is also a major element that sparks extremism and terrorism," the Saudi official said.

If terrorists should attack an American city with biological weapons, the first warning could come from a security action as simple as monitoring sales of medicine. A sudden jump in sales at drug stores and supermarkets could tip off authorities before victims become ill enough to seek medical attention. Currently, scientists watch sales of antibiotics to find unusual outbreaks of disease. The system proposed by researchers would extend that to over-the-counter medications. They would have to take into account seasonal sales patterns, local flu outbreaks, cut-price sales, store hours and other factors that affect sales levels. Officials would have to confirm the disease [or keep it secret until government leaders and their families are protected or treated first] before spreading the alarm.

Some intelligence officials said bin Laden probably was at his Tora Bora stronghold during December airstrikes but escaped because too few American troops were committed to the hunt.

The Tanzanian national was arrested in Apex, N.C., on April 15, 2002 for allegedly staying in the United States longer than his student visa. He is also under criminal investigation for allegedly having a counterfeit Social Security card as well as another counterfeit card. The FBI and Immigration and Naturalization Services are investigating whether there are links to the al-Qaida terrorist network. It is believed that he trained at the Voyager Aviation flight school in Titusville, Florida.

Al-Qaida and Hezbollah terrorists are operating near Ecuador's borders with Peru and Colombia, and Ecuador, according to the U.S. State Department. President Bush request for $27 billion in emergency spending names Ecuador as one of 19 countries in urgent need of foreign military financing for the war on terrorism. Ecuador knows nothing about U.S. claims.

Muslim Abu Sayyaf guerrilla group, which operates in the Philippine's south and is linked to Saudi-born militant Osama bin Laden al Qaeda network, claimed responsibility for two explosions that rocked a largely Christian city in the southern Philippines on April 21, 2002, killing 14 people and wounding about 50.

Terrorist groups with links to al-Qaida are being trained in Indonesia, the world's most populous Muslim nation. The officials have accused Indonesia's government of doing too little to clamp down on the groups.

Some policy analysts suggest a voluntary smallpox-vaccination program to head off any potential bioterror attack. The current smallpox response plan of the US Centers for Disease Control and Prevention (CDC) employs a "ring-vaccination" strategy, in which patients with suspected or confirmed smallpox will be isolated and their contacts traced, vaccinated and watched closely. The vaccine can be given shortly after exposure to the virus to treat infected individuals and contain outbreaks.

Covert U.S. military teams have been quietly participating in attacks on suspected al-Qaeda hideouts inside Pakistan. U.S. Special Forces and soldiers from the Army's Delta Force were operating in small groups against pockets of al-Qaeda fighters who have gone underground or are mixing with the local population. Pakistan said no U.S. or other foreign troops were operating in the country to pursue militants fleeing from neighboring Afghanistan but said America's FBI is in Pakistan for intelligence-sharing as part of Islamabad's cooperation with the U.S.-led coalition against terrorism.

Some firefighters criticized Motorola, Inc. for using photographs of their colleagues in its annual report after rescuers said they had problems with Motorola radios. "It's an absolute disgrace for Motorola to use New York City firefighters to advertise their company," said a firefighter. "Motorola should not be bragging that New York City firefighters are using their product when it was proven completely inadequate." The New York City Fire Department recalled 2,700 handheld digital Motorola radios in March 2001 after receiving complaints about them. Firefighters reported problems with Motorola radios during rescue operations at the World Trade Center. Fire department officials said the firefighters were not paid for Motorola to use the photographs.

A top CIA official warned that a new terrorist attack in America is unavoidable. "With so many possible targets and an enemy more than willing to die, the perfect defense isn't possible." Mounting foolproof countermeasures against terrorism would require sacrificing many civil liberties, which make American society great, and, as a result, would produce a system that is not worth defending.

According to a think-tank report, a single biological attack on the US that widely disperses smallpox, anthrax, Ebola or other agents could cause 10 times more deaths than a nuclear strike. A nuclear device exploded in a major US city would kill 100,000 people but a million could die if large areas were exposed to lethal bacteria and viruses. In addition to the death toll, hundreds of billions of dollars worth of economic damage could be caused by biological attack. They stressed that biological attack, particularly with Ebola, was extremely unlikely. Other "vulnerabilities" identified by the report include the possibility of nuclear attacks on the maritime industry using devices concealed in a shipping container costing the economy as much as a trillion dollars in losses. A successful attack on a nuclear or toxic chemical plant could potentially cause 10,000 casualties.

The global search to discover how the 19 hijackers plotted the Sept. 11 attacks has produced virtually nothing in the way of hard evidence about the terrorists' planning. The hijackers "left no paper trail," FBI Director Robert Mueller said. "In our investigation, we have not uncovered a single piece of paper--either here in the United States or in the treasure trove of information that has turned up in Afghanistan and elsewhere--that mentioned any aspect of the Sept. 11 plot." Investigators believe the Sept. 11 plan may have been in the works for as long as five years, and that the hijackers used "meticulous planning, extraordinary secrecy and extensive knowledge of how America works" to conceal their scheme after entering the United States legally from the Middle East. Investigators have found no computers, laptops, hard drives or other storage media that may have been used by the hijackers, who hid their communications by using hundreds of pay phones and cell phones, coupled with hard-to-trace prepaid calling cards. They were also careful to send money in small amounts, avoiding large cash transactions that would have triggered a government report. "If it took . . . years to develop the 9/11 plot, then it is very, very possible that we are in a similar period right now, where individuals are practicing the same type of operational security in preparation for another attack." Some analysts suggested that Mueller's comments might reflect an attempt to rationalize the intelligence community's failure to notice any signs that an attack was imminent. In hindsight, several episodes conceivably could have alerted authorities to a possible plot, including indicted Al Qaeda member Zacarias Moussaoui's suspicious activities at a Minnesota flight school and the entry of two of the hijackers into the country even though they were on a CIA terrorist "watch list."

Congressional lawmakers, leading the investigation of intelligence agencies' failures surrounding the Sept. 11 terrorist attacks, are increasingly concerned that tactics by the CIA and the Justice Department are actively impeding their efforts. The CIA, for example, has refused to allow investigators to send their contact information to agency employees by e-mail to make it easier for the employees to volunteer information. All interviews with CIA employees are supervised by CIA officials who have prevented investigators even from collecting business cards or phone numbers from interview subjects. At the Justice Department, the intelligence committees' requests for records take weeks to wind their way through the department's bureaucracy and sometimes are simply not acted upon. "In a sense, they've put a wall up so no one can get to the investigators," a congressional source said. The friction underscores the stakes of an investigation that could yield embarrassing details about what the nation's $30-billion intelligence community knew or did not know leading up to the Sept. 11 attacks.

The U.S. State Department confirmed that the United States would disengage from a treaty that would set up an international criminal court. The Bush administration intended to withdraw its involvement from the first world tribunal that would prosecute people for war crimes, genocide and other gross human-rights violations. The United States argues the treaty could be used against U.S. military personnel and the court would not be accountable to the United Nations or any other body.

President Bush's administration does not want pilots to have lethal weapons in the cockpit. "We don't need to have a potential for handguns getting loose on airplanes," said a White House spokesperson, claiming arming pilots "could create more danger than it eliminates." A critic argued, He's cruising around on Air Force One surrounded by armed Secret Service agents onbroad but he tells everyone else they shouldn't have the same right to fly in safety. Everybody onboard, plus people on the ground, can be killed by a jet fighter firing a missile at a hijacked airliner instead of a few people killed by gun fire. Rep. Don Young and John Mica have introduced legislation to force the creation of a voluntary armed pilots program. Rep. Ron Paul says Congress simply needs to acknowledge the constitutional right of airlines to allow their pilots to carry firearms on the airlines' private property, nothing more. The airlines, Paul says, should have the same liability that any other business would have if an armed employee of the business improperly used his or her weapon. The Bush administration has made the final decision that pilots will not be allowed to have guns in the cockpits of commercial airplanes.

The Bush administration added three more states "Beyond the Axis of Evil," Libya, Syria and Cuba. Cuba is trying to develop biological weapons and transferring its technical expertise to countries hostile to the United States. Libya continues its long-standing pursuit of nuclear weapons, as well as chemical weapons, biological weapons and ballistic missile capability. Syria has advanced its chemical weapons program and is pursuing development of biological weapons. Russia and China "unquestionably the two largest sources of proliferant behavior internationally" and noted the administration is discussing changes in proliferation policy with both countries.

Cuban President Fidel Castro accused the Bush administration of "lying blatantly." "We must ask for proof, that they present one single bit of proof. They don't have proof and they can't have it, because it does not exist. There isn't an atom of truth in this," he said.

The ministers from the 56-member Organisation of Islamic Conference (OIC) and some non-OIC states ended a three-day meeting saying Islam tolerated no form of terrorism and extremism and the killing of innocent people, including non-believers, is a sin. "If these acts are carried out by Muslims, they will have to bear the sins of their actions and they should not link the actions to the religion," the statement said. "The lives of innocent people are most valuable in the eyes of Allah," it said. "Allah forbids the killings of anyone without reasons." The veteran leader told the ministers the world's Muslims had only themselves to blame for the poverty, misery and violence afflicting much of the Islamic world.

The investigation led to the arrests of 58 Middle Eastern men and women [most were from Saudi Arabia] across the country, but authorities are searching for another 72 foreigners. They are accused of paying imposters to take the test of English as a foreign language, an exam that allows foreigners to obtain student visas and attend American universities. They all are charged with conspiracy to commit mail fraud and wire fraud. The national investigation is being handled by the U.S. Attorney's Office in New Jersey because Educational Testing Service, the company that administers the tests, is based in Princeton.

U.S. intelligence analysts have concluded that the heaviest concentrations of remaining al Qaeda fighters are in western Pakistan, but Pakistan has resisted U.S. pressure to launch large-scale attacks against them. Pakistan dismissed the media report. "I think rather than believing those reports you should go by the statement that the American leadership has made about the cooperation, and I think that has been very positive and they have been satisfied with that cooperation," a Pakistani spokesman said.

The Bush administration does not support a public commission to investigate the intelligence failures leading up to the September 11 terrorist attacks, fearing that such disclosure of information could harm the war against terrorism, National Security Adviser Condoleezza Rice said.

FBI director Robert Mueller refused to turn over the FBI July 2001 Phoenix memo that warned of hijackings, to the Senate Judiciary Committee. The FBI does not want to release the document, two Administration sources say, because it details a "live" investigation of at least two men believed to be tied to radical Islamic groups who are still at large in the U.S.

A hijacked Mexican tractor-trailer loaded with about 96 barrels or nearly 10 tons of deadly sodium cyanide was recovered May 16, 2002. There are reports that only about 1.3 tons, or 13 out of 96 drums, was still inside the truck. Truck robberies are common in Mexico, particularly in the region just north of the capital, Mexico City. Mexican authorities said May 30 that they had accounted for all 96 containers of cyanide stolen earlier this month, ending fears they might have been taken by terrorists targeting the United States.

Cyanide is difficult to detect and smell but it has the taste or scent of bitter almonds. If inhaled or ingested, it attacks the nervous system and can cause a person to suffocate within minutes. The mixing of a cyanide solution with acid creates hydrogen cyanide gas, an extremely toxic substance, which may also lead to fire or explosion. Exposure to high concentrations of hydrogen cyanide may cause immediate death.

In February 2002, Italian police say they have arrested four Moroccans who were planning a chemical attack in Rome, targeting buildings that included the United States embassy. They were discovered to be in possession of a powdered cyanide-based substance, maps marking the capital's water supply network, as well as a hoard of false documentation. It is suspected that they were intending to poison the water supplies in an area where the US embassy is located.

The Ansaar news agency said Pakistani intelligence officers supplied a video of Osama bin Laden that was shot in March 2002. If the film were just two months, old it would be the first proof that he survived the U.S. attack on the al Qaeda network in Afghanistan. "We ask Allah for victory, and we ask Allah to grant us martyrdom," bin Laden said. Fugitive Taliban leader Mullah Mohammed Omar was quoted as saying, "We don't consider the battle has ended in Afghanistan ... The battle has begun and its fires are picking up. These fires will reach the White House, because it is the center of injustice and tyranny," "The sheik (bin Laden) is, thank God, still alive and this hurts (President) Bush who promised to his people to kill Osama," Omar reportedly asserted. The authenticity of Omar's quotes could not be independently confirmed.

In Osama Bin Laden's recently released video he comments of fighting on behalf of the Palestinians, which is being used as propaganda to gain support from the Arab masses. Hezbollah and Islamic Jihad groups also pose a threat.

At least three million people would be killed and another 1.5 million seriously injured, even if a "limited" nuclear war broke out between India and Pakistan. The estimates come from a new study made researchers at Princeton University, New Jersey. The figure is based on the impact of small 15-kiloton bombs detonated at a height of 600 meters (2,000 feet) over the five largest cities in India and the five biggest in Pakistan. The toll only comprises the immediate casualties from blast, fire and radiation if only a tenth of both countries' nuclear weapons were exploded above 10 of their largest cities. It does not take account of the inevitable suffering that would result from the loss of homes, hospitals, water and energy supplies, or the cancers that could develop in future years. The Institute for Science and International Security in Washington DC suggests that India has about 65 warheads made from 310 kilograms of plutonium, while Pakistan has around 40 made from 690 kilograms of uranium. If bombs explode on the ground instead of in the air, the resulting radioactive dust could kill people across hundreds of square kilometers. A regional nuclear holocaust could severely affect neighboring countries like Bangladesh, Nepal, Burma and parts of China. And because the prevailing winds are from the west, India is more likely to become the victim of its own fall-out than Pakistan. Because the South Asia wind is quite stagnant during the summer, a limited nuclear exchange could add a harmless one millirem a year or less of radiation exposure to people in the US. But if India and Pakistan exchanged nuclear bombs in winter or the nuclear exchange is large, winds would blow east much faster and more radiation could reach the US West Coast in less than a week.

An engineered and altered virulent vaccine-resistant strain of smallpox could be a bioweapon used against humans in the future. Scientist working with mousepox, a virus related to smallpox that causes disease in mice, added a single gene that could enable the virus to overcome both natural and vaccine-induced immunity. If the human smallpox was engineered, a similar effect could occur. The normal strain of smallpox or other normal viruses can be contained and stopped if travel in and out of the affected area is restricted in time, not so for engineered viruses. In a blackpox infection, the skin does not develop blisters. Instead, the skin becomes dark all over. Blood vessels leak, resulting in severe internal hemorrhaging. Blackpox is invariably fatal. As a weapon, the Ebolapox would give the hemorrhages and high mortality rate of Ebola virus, which would give you a blackpox, plus the very high contiguousness of smallpox.

A leaked report raises disturbing questions about the possible existence of a smallpox strain able to float many miles on the air and still infect people. A 1971 Russian field-test of a smallpox biological weapon caused an outbreak in Aralsk, a port on the Aral sea in what is now Kazakhstan. Speculation is the smallpox was successfully disseminated as an aerosol. The report describes an outbreak that started in August 1971 when a 24-year-old woman became ill with smallpox. The woman was one of 12 people aboard an ecological research ship that sailed within 15 km of a bioweapons research facility perched on an island in the Aral Sea. One other woman working aboard the ship was infected. Both women had been vaccinated against smallpox, as had five others in shore communities who eventually fell ill. Three non-vaccinated infants died, all from rare but highly fatal hemorrhagic smallpox. A previously unknown existence of an aerosolized and modified smallpox strain means little could be done today to counter it and it could skirt the immunity provided by existing US vaccine plans. Without a sample of the virus, which Russian authorities are unlikely to hand over to US researchers, an effective vaccine against it cannot be made.

A FBI whistle-blower alleges that FBI headquarters rewrote Minnesota agents' pre-Sept. 11 request for surveillance and search warrants for terrorism defendant Zacarias Moussaoui and removed important information before rejecting them, government officials said. Agent Coleen Rowley wrote that the Minnesota agents became so frustrated by roadblocks erected by terrorism supervisors in Washington that they began to joke that FBI headquarters was becoming an "unwitting accomplice" to Osama bin Laden efforts to attack the United States, the officials said. As new details emerged about the letter Rowley wrote to FBI Director Robert Mueller, key members of Congress sought to extend her whistle-blower protections and encouraged more agents to come forward. Officials familiar with Rowley's memo said she alleged that FBI headquarters terrorism supervisors rewrote the Minnesota office's warrant applications and affidavit and removed intelligence about Moussaoui before sending them to a legal office that then rejected them as insufficient. She alleged that some of the revisions "downplayed" the significance of some intelligence linking Moussaoui to Islamic extremists, and blamed the changes on a flawed communication process. "Obviously, verbal presentations are far more susceptible to mischaracterization or error," Rowley wrote in her 13-page letter. The officials, who spoke only on condition of anonymity, said Rowley identified the warrant revision process as flawed, particularly complaining that Minnesota was never consulted about the changes that were made before the warrant applications were forwarded to the offices that rejected them. Officials said Rowley in other parts of the memo attacked the public explanations that Mueller and other FBI senior officials have offered about why the FBI failed to connect the dots before Sept. 11. Rowley wrote she had come to the "sad realization" that officials had skewed facts in the post-Sept. 11 accounts and were trying to "circle the wagons" to protect FBI headquarters from embarrassing disclosures. She also criticized the culture of Washington headquarters, saying FBI higher-ups were too concerned with "petty politics" and too afraid to make tough decisions that could affect their career ascensions, the officials said.

According to law enforcement officials, packing twin-engine planes with explosive chemicals, making it a flying bomb, had been the terrorists' plan since the mid-1990s. When Atta reported to his group that he could not get a loan to buy smaller planes, the plan was switched to hijacking passenger jets, according to what Abu Zabaydah, a top lieutenant of Osama bin Laden, has told American interrogators since his capture. In the fall of 2000, the hijackers who had been learning to fly small planes began to seek simulator training in the large jets.

India's defense minister said that members of Osama bin Laden's al-Qaida network and Taliban fighters from Afghanistan are among the militants in Pakistan-controlled Kashmir. A Pakistani army spokesman rejected India's statement as baseless.

"Recent information has determined that various terrorist elements have sought to develop an offensive scuba diver capability," the FBI said in an information bulletin issued by its National Infrastructure Protection Center. "While there is no evidence of operational planning to utilize scuba divers to carry out attacks within the United States, there is a body of information showing the desire to obtain such capability," the FBI said.

Investigators believe they have identified a Kuwaiti [sources in Kuwait said Mohammed was Pakistani, although an Islamist activist said he might had resided in Kuwait as a "bedoun"] lieutenant Khalid Shaikh Mohammed as an instrumental key player in the Sept. 11 terrorist attacks, a senior U.S. counterterrorism official said. He could be in Afghanistan or nearby. Philippine investigators recovered documents from Mohammed's nephew hideout in 1995 that all but spelled out the September 11 attacks. "He [generic reference] will board any American commercial aircraft pretending to be an ordinary passenger," the 1995 Philippine report said. "Then he will hijack said aircraft, control its cockpit and dive it at the CIA headquarters. There will be no bomb ... it is simply a suicidal mission."

A leading Czech official has insisted that Mohammed Atta, one of the suspected hijackers involved in the September 11 attacks on the United States, met an Iraqi agent Ahmad Khalil Ibrahim Samir al-Ani April 2001 in Prague. No hard evidence has yet emerged linking Iraq to the attacks on the United States, and Iraqi officials have denied any involvement in the plot or in the deadly release of anthrax bacteria in the United States.

Judicial Watch, a conservative group, is filing requests under the Freedom of Information Act for government documents about the 2001 anthrax attacks in which some White House staff members had begun taking the antibiotic Cipro on Sept. 11, weeks before the anthrax attacks were made public. It is believed that the White House knew or had reason to know that an anthrax attack was imminent or underway. The Bush administration had no comment on whether they would release the documents.

Morocco has arrested Saudi members of al Qaeda who had been preparing to carry out suicide attacks on British and American ships around the Straits of Gibraltar.

Israel is doubtful that Osama bin Laden has Soviet-made miniaturized nuclear suitcase bombs but his terrorists might have dirty (radioactive) bombs. Experts say the threat to the American public from radiological bombs is small because radiation is difficult to spread and it will cover only a small area. Scientists studying dirty bombs suppose that a terrorist would use radioactive isotopes of cobalt-60 or cesium-137 or strontium-90 or iodine-131 -- found in food irradiation or medical equipment -- or the heavy metal americium, used in oil prospecting. A recent report by the Center for Strategic and International Studies believes the most likely radioactive element in a dirty bomb is cesium-137 and the "consensus government view," is that al-Qaida "has probably acquired" cesium-137 isotopes, which has a half-life of 30 years. The studies suggest a 4,000-lb (1,800-kg) dirty bomb containing just a few ounces (grams) of radioactive material would contaminate only a few blocks. However, it becomes nearly impossible to decontaminate radioactive cesium off concrete, soil, and roofs once they are contaminated. If decontamination were not possible, the area would have to be abandoned for decades. The biggest danger comes from inhalation of radioactive materials. Radioactive material sprayed from an aircraft or vehicle could spread radioactivity more effectively than a dirty bomb.

The government on June 10 announced the May 8th arrest of an American accused of plotting with al-Qaida terrorists to detonate a "dirty bomb" to spread radioactive material or carry out a range of bombing options, including blowing up hotels and gas facilities in the United States. Authorities said the alleged scheme, involving a former Puerto Rican gang member from Chicago who was raised Catholic but converted to Islam, went only as far as the planning stages. It was reported that he had no radioactive material, no concrete plan and no target. Jose Padilla, 31, also known as Abdullah al Muhajir, was arrested by the FBI on May 8 as he flew from Pakistan via Zurich, Switzerland, to O'Hare International Airport. Authorities said they believed he had returned to conduct reconnaissance for al-Qaida. Al-Qaeda apparently believed that a non-Arab US citizen would be able to travel freely throughout America.

Jose Padilla, the dirty-bomb suspect, looks like the drawing of John Doe 2. The FBI discounted John Doe 2 as an American military man who was mistaken as a second suspect in the OKC bombing. On April 19, 1995, at 9:03 AM, a truck bomb shattered the Alfred P Murrah Federal Building in downtown Oklahoma City that killed 168 people. Just 90 minutes after the explosion, an Oklahoma Highway Patrol officer pulled over 27-year-old Timothy McVeigh for driving without a license plate and he was later charged and executed for the OKC bombing. Terry Nichols was also charged as an acquaintance to McVeigh in the OKC bombing. During the Clinton administration just one month before the Oklahoma City bombing of the federal building in 1995, U.S. authorities received several warnings that Islamic terrorists were seeking to strike on American soil and that a likely target was government buildings.

The case file on Abdullah Abu Mujahir/Jose Padilla - the man behind the "dirty bomb" plot disclosed by the U.S. yesterday - was on the shelves of the Israeli intelligence community before September 11. Shin Bet, the Israeli counter-intelligence and internal security service, was disappointed the FBI did not come to them after September 11.

The owner of a roadside motel outside of Oklahoma City remembers Atta being in the company of Zacarias Moussaoui, the so-called "20th hijacker," who was arrested prior to September 11 and now faces conspiracy charges in connection with the terror assaults. The incident occurred around August 1, 2001, just six weeks before 9/11. The motel owner said that Moussaoui and a man who appeared to be Marwan al-Shehhi -- who helped crash a jetliner into the south tower of the World Trade Center -- were friendly and said a few things, but Atta was clearly the leader. "I asked him what they were doing here in the area. And Atta told me they were going to flight school. I thought he meant [Federal Aviation Administration] training in Oklahoma City. But Atta told me no, they were taking flight training in Norman. If his story is proven correct, the incident and its absence from the public record, raises new questions about the FBI investigation of Moussaoui and the 1995 destruction of the Federal Building in Oklahoma City. It could force the FBI to reopen its investigation of Middle Eastern connections to the 1995 Oklahoma City blast, because convicted bombers Timothy McVeigh and Terry Nichols reportedly stayed at the same motel, interacting with a group of Iraqis during the weeks before the bombing. The motel owner spoke to a former law-enforcement officer who was investigating reported sightings of Mujahid Abdulquaadir Menepta at the same motel during the mid-1990s. Menepta, reportedly a friend of Moussaoui's, was arrested 30 years ago in Colorado for aggravated robbery and served more than three years in prison. A desk clerk remembered Menepta because in 1994 and 1995, prior to the Oklahoma City attack, Menepta frequently visited the motel office. According to the motel owner and other witnesses and investigators interviewed, McVeigh and several of these Iraqis were motel guests in the months preceding the 1995 bombing. Witnesses also claimed they saw several of the Iraqis moving barrels of material around on the bed of a truck. The motel owner said the material smelled of diesel fuel and he had to clean up a spill. Diesel fuel was a key component of the truck bomb that blew up the Federal Building.

According to the Moussaoui indictment, on September 29, 2000, Moussaoui made e-mail contact with Airman Flight School in Norman. Then, on February 23, 2001, he flew from London to Chicago and then to Oklahoma City. What he did in the next few days is unknown or at least not accounted for in the indictment. But on February 26, Moussaoui opened a bank account in Norman, depositing $32,000. From February 26 to May 29, he attended flight school in Norman. Then he suddenly quit the school. Between July 29 and August 4, Moussaoui made calls from public pay phones in Norman to Germany. On August 1 and 3, Ramzi Bin al-Shibh wired Moussaoui a total of about $14,000 from two train stops in Germany to somewhere in Oklahoma. This wire transfer does imply a connection to terrorist plotters because al-Shibh, an alleged al Qaeda member, wired money to other hijackers. On August 3, Moussaoui purchased two knives in Oklahoma City. And on August 10 or 11, an acquaintance drove Moussaoui from Oklahoma to Minnesota for enrollment in a new flight school. Authorities arrested Moussaoui in Minnesota on August 17 on an immigration violation. As has been widely reported, Moussaoui attracted attention because he said he was interested in flying a plane but not learning how to take off or land. He was in federal custody when the 9/11 attacks occurred. As for the terrorists who took part in 9/11, Atta and Marwan al-Shehhi visited the Airman Flight School in Norman in July 2000, according to the Moussaoui indictment. And on April 1, 2001, Nawaf al-Hazmi, who helped hijack American Airlines Flight 77, which crashed into the Pentagon, was stopped for speeding in Oklahoma and given two tickets. The Oklahoma state trooper found no outstanding warrants and turned al-Hazmi loose. The media has since reported that the CIA had been tracking al-Hazmi, but never told the immigration service or the FBI that he was a suspected terrorist during his 21-month U.S. stay. Authorities have never publicly accounted for Atta and al-Shehhi's whereabouts during the time of the alleged motel encounter.

Several lawmakers questioned whether the Bush administration was trying to deflect criticism of the FBI by revealing the capture of a "dirty bomb" suspect one-month after his arrest. Critics raised the same accusation last week, when President Bush announced plans to create a Cabinet-level Office of Homeland Security on the same day that a FBI whistleblower testified to Congress about problems in the agency. British and European security officials are highly skeptical of American claims that the alleged "dirty bomb" plotter, Abdullah al-Muhajir, was preparing to unleash a radioactive attack.

Families of victims of the Sept. 11 attacks rallied on Capitol Hill to call for an independent commission to investigate why U.S. security services failed to prevent the attacks. Several speakers, frustrated at the lack of information they had received, said they were concerned that investigations could become embroiled in politics and the truth of who was responsible would be buried. "Our call for an independent investigation has nothing to do with politics. It cuts across all party lines. It has everything to do with seeking out the answers that we so rightfully deserve," said Kristen Breitweiser, who lost her husband Ronald in the attack at the World Trade Center. President Bush favors pursuing the existing investigation by the House and Senate Intelligence Committees.

Yes we should have known and yes we could have known about the Sept. 11 attacks, says a 10-year CIA veteran well respected by the agency. With six years of access to highly classified CIA information about Osama bin Laden, Rep. Porter J. Goss (R-Fla.), co-chairman of the joint congressional panel examining the performance of U.S. intelligence agencies, has come to some bold conclusions about the Sept. 11 attacks. "Should we have known? Yes, we should have. Could we have known? Yes, I believe we could have because of the hard targets" CIA operatives were tracking, Goss said. Those two assertions might be taken as a stark condemnation of the $30 billion U.S. intelligence community, which includes the CIA, the FBI and a host of other top-secret agencies. But Goss, 63, a 10-year CIA veteran well respected by the agency, the Bush administration and his colleagues on the House and Senate intelligence committees, doesn't mean it that way. After all, he said, no one else -- not himself, not Congress, not successive administrations, not the American public -- was willing to do what was required to confront the threat. "You read the file and you say, 'Why didn't we listen?' " Goss said in an interview in between closed-door sessions of the panel. The committee heard from its first outside witness, Richard A. Clarke, who was President Bill Clinton's anti-terrorism coordinator and is President Bush's cyberspace security adviser. During the Clinton years, Clarke had warned repeatedly about al Qaeda's plans to attack U.S. targets. In his testimony, Clarke gave committee members a timeline of events and information about al Qaeda and other terrorist groups. He juxtaposed all of that with the U.S. government's response to the information, according to panel members. He went into detail about "planes as weapons," said Rep. Timothy J. Roemer (D-Ind.). Clarke testified for several hours, speaking frankly about "some deficiencies in some specific areas," said Rep. Sherwood L. Boehlert (R-N.Y.). Clarke's work with several presidents, said Rep. Ray LaHood (R-Ill.), another panel member, gave him a broad picture of the government's approach to intelligence gathering. "He's got the perspective going way back," he said. As the joint committee moves into its second week of hearings, the road map guiding its inquiry has been largely created by Goss and his view of the panel's work. With a willing partner in Sen. Bob Graham, a Democrat and fellow Floridian, Goss is leading the committee through a 16-year history of terrorism and the U.S. response to it. Although there will no doubt be revelations about intelligence failures along the way -- "every agency will have its day in the barrel," said Goss -- no bombshells or clear smoking guns have been discovered among the hundreds of thousands of pages of documents the committee staff has culled from a half-dozen intelligence agencies, according to Goss, Graham and others with access to the information. The prospect of public hearings has "pulled the cork on a whole bottle of information" from whistle-blowers, Graham said, but none -- at least so far -- as revelatory as Minnesota FBI agent Coleen Rowley's statements that the FBI fumbled clues that might have stopped Zacarias Moussaoui, the man U.S. intelligence believes intended to be the 20th hijacker on Sept. 11.

Germany said it had received intelligence of a possible al-Qaida threat to shoot down civilian airliners. The German warning was triggered after civilian intercepted radio traffic in the Middle East, in which a private person was overheard talking about of attacks on airliners in Germany. The report said terrorists could use heat-seeking ground-to-air missiles or suicide pilots or unmanned drones carrying explosives to down a jetliner during takeoff or landing.

June 14, 2002 - A deadly car bomb outside the U.S. Consulate in Karachi, Pakistan killed 12 people and injured 44 people. No Americans were killed in the attack but one U.S. Marine guard and five Pakistani consulate employees received minor injuries. Police said the bomb might have been stashed in a driver's training school car by someone who knew it would pass by the consulate so they could detonate the explosives by radio from nearby. They estimate the bomb was between 15-20 kilograms, (20-30 pounds) though they do not know yet what explosives were used. They suspect al-Qaida or affiliated Islamic extremist groups carried out the attack, but have no direct evidence. Several Pakistani groups in Karachi have ties to Osama bin Laden terror network. The previously unknown "al-Qanoon," or The Law, claimed responsibility for the attack, which it called the start of a holy war against the United States and its "puppet ally," the Pakistani government. In Washington, U.S. counterterrorism officials said they were aware of the claim but had not determined if it was credible.

Conservative lawmakers called on President Bush to deploy thousands of troops along U.S. borders, saying the homeland security plan that the White House delivered to Congress would take years to crack down on illegal immigration. "Our nation's border security is our homeland's Achilles' heel," said Rep. Jim Ramstad, Minnesota Republican. "This situation must be corrected immediately if we're serious about preventing terrorism." The administration placed about 1,100 National Guardsmen on the borders with Canada and Mexico after September 11, but those deployments were to end this summer. Several lawmakers said Mr. Ridge told them in a closed briefing last week that the White House opposed stationing troops on the borders for "cultural and historical" reasons. Lawmakers cited a report by the Center for Immigration Studies in Washington saying that more than 481,000 immigrants had entered the United States illegally since September 11.

Before the 9/11 attacks the NSA intercepted two Arabic-language messages, ["The match is about to begin," according to AP news; "The match begins tomorrow," according to Reuters and USA Today] and "Tomorrow is zero hour." The Sept. 10 NSA intercepts were not put in the top priority category for translation. Vice President Cheney complained to lawmakers about leaks that President Bush believes led to disclosure of the NSA's Sept. 10 intercept and called for the FBI to investigate the leaks.

New York officials are concerned that ambulances, police cars and firetrucks could be used as high-speed bombs after reports that two unidentified Middle Eastern men tried to buy a replica ambulance with cash.

U.S. officials say they believe that al-Qaeda recruiters are searching for Latino Muslims with U.S. passports to conduct attacks against the United States.

China's military provided training for Afghanistan's Taliban militia and its al Qaeda supporters. Evidence of Chinese military backing for the Taliban continues to surface when U.S. Army Special Forces troops discovered 30 HN-5s, the designation for Chinese-made SA-7s surface-to-air missiles, in southeastern Afghanistan. Other intelligence reports indicated the Chinese shipped missiles to the Taliban after September 11. China's government has denied supporting al Qaeda and the Taliban.

A provision in the bill seeking to create a Homeland Security Department will exempt its employees from whistleblower protection, the very law that helped expose intelligence-gathering missteps before September 11. The department would not be required to release information under the Freedom of Information Act. Other elements of the plan are long on secrecy and short on accountability.

The FBI is checking the reading records of people that visit libraries. "But it wasn't the right to privacy that let terrorists into our nation. It had nothing to do with libraries or library records." "It's nobody's business what you read." The process by which the FBI gains access to library records is quick and mostly secret under the Patriot Act. Bookstores also can have their records searched by the FBI. They can watch what you read on the Internet too. "What's so frustrating is that we're supposed to be watchdogs over the government's use of power. But there is so much secrecy that we can't even tell what the government is doing or how much its doing it."

Israeli spies cheer as WTC burns – not that there's anything wrong with that, says Barbara Walters

Thomas A. Kelley heads the intelligence panel's probe of the FBI's role in the Sept. 11 terrorist attacks but allegedly obstructed the Waco FBI investigation. As FBI's deputy general counsel, Kelley was the bureau's point of contact for special counsel John C. Danforth's inquiry into the 1993 Waco debacle in which 75 Branch Davidians died in a fire after a 51-day standoff with ATF and FBI agents. According to a December 2000 internal FBI memo, Kelley "continued to thwart and obstruct" the Waco investigation to the point that Danforth was forced to send a team to search FBI headquarters for documents Kelley refused to turn over. The memo says Kelley should have been investigated for alleged "unprofessional conduct, poor judgment, conflict of interest, hostile work environment and retaliation/reprisal" related to his role in the Waco investigation. Kelley retired "before an OPR investigation could proceed."

August 2001 - A MD-80 type jetliner was seen in clear view flying at an unusually very low altitude in central Florida. It had black Arabic-like lettering along the length of the light-colored (off white) fuselage just above the windows and a star and crescent and/or sword on the tail section. It was seen in central Florida during the early morning Saturday weekend as it crossed State Road 50 heading north and traveling parallel to but slightly west of the 429 Tollway. The jetliner was maintaining about a 360-degree north heading at an altitude of about 500 feet or less above the ground moving below normal cruising speed. This was not at all a normal flight pattern for a commercial airliner flying over this area. It was a Saturday August 18 if memory is correct or the previous weekend August 11 about 8:30 A.M. It was front in face and there were several witnesses in the same area who saw it. No press reports or public statements by government authorities about it. In hindsight, speculation could be the terrorists were using some foreign company's jetliner for flight training and test runs to prepare for the September 11 airliner hijackings.

Being very knowledgable of aviation and familar with paint schemes and logos of US airliners and many foreign airliners, it is unknown what airline company it was even to this date. No matching paint scheme and logo has been spotted, yet.
